In the next two years, the greatest impact can be achieved through accelerated infrastructure and regulatory interventions that reduce short-term losses and costs and lay the groundwork for the integration of renewable energy sources and waste heat in the long term.<\/p>\n\n\n\n<h6 class=\"wp-block-heading\">Why is modernization urgent?<\/h6>\n\n\n\n<p>Heating accounts for more than 40% of energy use in EU buildings, making it a key lever for climate policy. The Croatian heating industry suffers from high losses, outdated infrastructure, and weak integration of renewable energy sources.
