A joint workshop, organised by AUDIT2MEASURE in collaboration with the ENSMOV Plus and LEAPto11 on 25 March 2025 at the EIHP premises, brought together a diverse group of stakeholders, including businesses, associations, energy professionals and decision-makers, to explore the intersection of energy audits, EEOS, investments and digital tools. This joint event highlighted the key role of energy audits and compliance with European directives, focusing on Articles 8 and 11 of the Energy Efficiency Directive (EED).
Links between Articles 8 and 11 of the Energy Efficiency Directive (ENSMOV Plus) – The first session explored the relationship between Article 8, which establishes energy savings obligations for Member States, and Article 11, which mandates energy audits for large enterprises. ENSMOV Plus provided insight into how the obligations listed in Article 8 can be linked to the realized savings resulting from the energy audit in the industrial sector.


Policy changes with Article 11 of the EED (LEAPto11) – The second session, led by LEAP to 11, focused on the recent and upcoming policy changes surrounding Article 11 of the EED.


Action plan for energy efficiency: Non-energy benefits and innovative digital solutions (AUDIT2MEASURE) – The third session, led by AUDIT2MEASURE, explored the role of digital tools in developing energy efficiency audits, measures and action plans. With the growing complexity of energy data, businesses are increasingly turning to digital platforms to streamline the audit process, track energy consumption in real-time, and develop action plans based on actionable insights.


Analysis of implemented audits (LEAPto11) – The fourth session, again led by Leap to 11, focused on the analysis of implemented energy audits in Croatia.
Examples from practice – Energy audits (AUDIT2MEASURE, External Expert) – The final session featured real-world examples of energy audits presented by AUDIT2MEASURE and external experts from large companies in Croatia.


The workshop provided an excellent opportunity for participants to engage with the latest developments in energy audits and policy frameworks, especially in relation to the Energy Efficiency Directive (EED)
