Round Table Held: “Connection Fee for the Electricity Grid in Croatia: New Rules, New Challenges”

On 27 April 2026, the Croatian Energy Regulatory Agency (HERA) adopted the long-awaited decision on the amount of the unit connection fee for access to the electricity grid. How will the new connection methodology affect the development of the energy system and investments in renewable energy sources? What are the key implications for the market, and how will the new rules be implemented in practice? These were precisely the topics discussed at the expert event organized by the XEnergy association, in partnership with the Croatian Chamber of Economy (HGK), held on 7 May 2026 at the Antunović Congress Centre. The event brought together key sector stakeholders to foster an open and constructive dialogue on the new regulatory framework.

The introductory presentation, focusing on HERA’s Methodology and the connection fee, was delivered by mr. sc. Zlatko Zmijarević, Deputy President of the Management Board of HERA, followed by a panel discussion.

Moderated by the President of the XEnergy Advisory Board, dr. sc. Minea Skok (EIHP), the panelists answered numerous highly specific questions before a full audience. Representing the regulator, dr. sc. Lahorko Wagmann (HERA), spoke about the regulatory perspective, while Igor Šumonja (HOPS) and Krešimir Ugarković (HEP-ODS) explained the position of the system operators. Aljoša Pleić (Acciona Energia) and dr. sc. Mario Klarić (Professio Energia) addressed the challenges faced by investors, while doc. dr. sc. Goran Majstrović (EIHP) provided a broader insight into regional grid development challenges.
