Project REHEATEAST has published its second policy brief, "Accelerated modernisation of the heating industry in the Republic of Croatia: key measures for the next 12-24 months."
District heating systems are key to meeting Croatian and EU decarbonization goals, improving energy independence and protecting vulnerable groups. In the next two years, the greatest impact can be achieved through accelerated infrastructure and regulatory interventions that reduce short-term losses and costs and lay the groundwork for the integration of renewable energy sources and waste heat in the long term.
Why is modernization urgent?
Heating accounts for more than 40% of energy use in EU buildings, making it a key lever for climate policy. The Croatian heating industry suffers from high losses, outdated infrastructure, and weak integration of renewable energy sources. The EU is rapidly switching to low-temperature 4G and 5G systems, and without acceleration, Croatia risks falling behind in technology and investment.
