After a year of intensive work, the project "Energy Transition and Climate Mitigation in Kosovo", which was implemented from June 2025 to June 2026 for the LuxDev development agency in Kosovo, was successfully completed.
The project was implemented under the supervision of the Ministry of Environment and Spatial Planning of Kosovo. The Energy Institute Hrvoje Požar (EIHP), led by dr. sc. Marina Malinovec Puček from the Energy Efficiency Department, made a significant contribution to establishing the foundations of the future system of inspections of heating, ventilation and air conditioning (HVAC) systems, aligned with the European framework of the Energy Performance of Buildings Directive (EPBD).
Key project achievements included:
Development of secondary legislation for HVAC inspections in Kosovo, in cooperation with Prof. Qerkin Berisha
- Regulation on HVAC Inspections, defining the content of the HVAC inspection report in Kosovo
- Regulation on Training, Licensing and Relicensing of Independent Experts
- Code of Practice for Independent Experts
Delivery of two Qualifying Training Programs for HVAC Independent Experts
- 52 participants trained
- 38-hour programme combining theoretical and practical training
- Training delivered by experts from Energy Institute Hrvoje Požar together with Prof. Qerkin Berisha, Prof. Vladimir Soldo , and Prof. Astrit Desku

A particularly valuable part of this achievement was the excellent cooperation with Komtel Project Engineering, a software development company based in Kosovo, whose team developed the HVAC inspections module for the Electronic Platform for Energy Performance of Buildings (EPEPB) in Kosovo.
