The first multilevel dialogue on the national energy and climate plan (NECP)

On March 21, 2023, the North-West Croatia Regional Energy Agency (REGEA) organized the first multilevel dialogue on climate and energy, emphasizing the development of the updated Integrated National Energy and Climate Plan for the Republic of Croatia (NECP) as part of the NECPlatform.The dialogue was held in cooperation with the Ministry of Economy and Sustainable Development (MINGOR) and with the Energy Institute Hrvoje Požar (EIHP) support. The first multilevel dialogue successfully united more than 40 participants from all relevant sectors, including representatives of nine ministries, local self-government units, energy entities and experts, non-governmental organizations, and the academic and scientific research community.

Implementing a multilevel dialogue on climate and energy is one of the mandatory elements of the creation of the NECP to ensure that measures based on actual needs are proposed and updated, which increases the chances of their successful implementation. The LIFE Project NECPlatform is implemented in cooperation with six member states (Bulgaria, Croatia, France, Italy, Portugal, and Romania) to encourage the establishment of a permanent platform for multilevel dialogues on energy and climate. In the Republic of Croatia, REGEA is implementing the project. The platform aims to enable horizontal and vertical alignment of needs and policies and to encourage the direct linking of proposed measures with funding sources.

Within the NECPlatform project, the plan is to hold a minimum of six dialogues until the end of the creation of the final updated version of the NECP in June 2024.
