REHEATEAST report: "District heating and cooling - stakeholder research and analysis of results"

The REHEATEAST project consortium published the report "District Heating and Cooling - Stakeholder Survey and Analysis of Results", in which it analyses feedback and opinions collected from stakeholders, identified organisations and institutions across the Eastern Danube region to better understand district heating and cooling systems. The survey included different stakeholder groups divided into five categories: heat producers and utilities, authorities and regulators, technology suppliers and contractors, financiers and investors, consumers and the media.

Through a survey process and a strong emphasis on stakeholder engagement, the consortium has opened channels for continuous dialogue, feedback and collaboration. This proactive approach supports more informed decision-making and fosters a sense of shared purpose among all parties involved.

The report concludes that with the right mix of political support, technological innovation and public engagement, the REHEATEAST region is well-positioned to reduce its dependence on fossil fuels, improve energy efficiency and achieve long-term sustainability in district heating systems. This also aligns with the project goals of encouraging and maintaining international, intersectoral, public-private cooperation.

Furthermore, in the report's conclusion, it is pointed out that the future of the district heating system in the REHEATEAST region is promising but requires coordinated action on several fronts. Cross-sector cooperation is critical to creating an enabling political environment that facilitates the transition to RES. At the same time, significant investments are needed to modernise infrastructure and implement advanced technologies such as smart metering and digital monitoring systems.

This report will inform decision-making processes, shape targeted interventions to address identified challenges and seize opportunities within the scope of the REHEATEAST project. The results provide essential insights for the next phases of the project, guiding partners in developing effective strategies and solutions for the DHC sector.
